Actually I figured it out after I posted. This is what I got:
SELECT	PartId, 
		PartNo + REPLICATE(' ', 20) + RIGHT(CAST(Description AS VARCHAR(100)), 100) PartInfo
	FROM Parts
	ORDER BY PartInfo
