Well, the whole question of talking to someone about how they're 'dressing' for work has become kind of a 'damned if you do, damned if you don't' thing.

If you take someone to task for not wearing a bra to work, it can be construed as sexual harrassment in that you are requiring gender based clothing. Same as requiring skirts and stockings/hose or shirt and tie.

What I'm betting has happened is that management is so sqeamish about talking to people about how they're dressing that it's reached the point of some people dressing completely inappropriately for work and this is the best way someone could think of (aside from 'manning up' and approaching whomever is actually causing the problem) to handle the issue.
