That only applies with a real-mode driver set. Under Win95/Win98 with any of the Microsoft clients at least, the FILES= entry in the CONFIG.SYS file will control the total number of open files; it defaults to a small number (~40 from what I remember.) This applies equally to NetWare and Microsoft networking environments, and is especially important to manage in this way in mixed network environments.
