I finally found it.

First, I didn't know it was called "subscription panel", as it just shows list of last 10 mesdsages, threads, etc.
Second, my panel is different from your pic, with more options after this.
Third, I disabled it (it's now unchecked) but get a dialog sayiing I can't change these option unless I subscribe. Although many of the options I've set in the past and aren't PUTM based.
Fourth, the panel is still there.
