I've put my code into the Load Event or the Init Event, and either way the original setting is what is being used. Most of my clients don't want want a scroll bar on the form, but some users are using netbooks with narrow (short) screens and the bottom of my forms cannot be accessed. Any ideas?

You can't force the scrollbars to be shown.
Only if the form is smaller than sum of the its controls dimensions that Scroll bars are there :-)
