Number of people treated by beer and considering it important greatly exceeds those having life-threatening breathing problems. Will you not treat yourself for serious heart beating irregularities because it is expensive? You will and if you don't have money then government help is already available. Please, note that I don't ask about optional procedures mentioned in your message. Catastrophic insurance should not cover these luxuries.
