To my definition, no. In the world's definition, Iran is run by a religious oligarchy. I argue that once the basic tenets of a religion has been so deviated from, as I see in Iran's case, then the government no longer has that connection.

And yes, crooked elections usually stem from the current regime trying to stay in power.
