BTW, I was just thinking - what if several people participate in the discussion and the person answers to the twitted person hoping to get replies from all respondents on the issue, but since the other person will not see it, he/she may not be able to reply?

Looks like if the person wants to implement twit filter, he/she should not use "Remove my name from cc" option.
