Not necessarily. Firstly, Senate voting will be repeat of 2004 elections when Reps performed Ok, i.e. it will be difficult to get much better results. House elections would be closer than 2008, but how close is difficult to predict. One should remember propaganda factor. Media will shout 'recovery' in caps, regardless to actual economic picture.
