If you're a seasoned programmer, the best framework is one you write yourself.
I don't tend to like 3rd party or built in frameworks because they try to fit a wide range of different needs, hence a lot of useless code, and tying up of resources. I would use other frameworks to get ideas and then adapt them to my own for the best and most efficient results.
Here's a few suggested ones:
Codebook 5.0 for Mere Mortals by Oak Leaf Enterprises
Visual Maxframe by that Drew Speedie Company
VFP 6.0 Framework (created by App Wizard)
I'm sure there are many others but those are the only ones I could think of off the top of my head.
