For oracle a relatively good resource are MetaLink (http://metalink.oracle.com) and OTN (http://otn.oracle.com). MetaLink isn't free but is part of the maintenance license for most products. The biggest issue with oracle documentation is not that things aren't documented, rather to find out where and what is relevant for your scenario.
