Kevin, this is just plain ridiculous.
Throwing nuke on Japan was crime against humanity by any measure.
US did it first, so it became doable. Since you feel it is all right to nuke places, now you go and figure out weather you should be afraid by this N.Cons barking or not.
If N.Cons ( not NeoCons, despite mental simillarities {g} ) regime have any KG's in their high ranks, then you should be afraid.

But I highly doubt they would dare to do it. It is just bad rethorics coming out of anger, desperation and stupidity.
It would trigger their own and potentially even global catastrophy.
