I don't know how useful this will be, since I haven't tried doing it myself. How about something like this:
Install your little applet on the users machine.
On the web page page put your link
Update Security Code - link this to
http://www.yourwebsite.com/anyfile.XYZOn the users machine, register the .XYZ (or whatever) extension to your applet.
Your applet should start up when they click on the link.
This >should< work, since I know you can do it with things like MIDI files and PDF files. You don't really need to do anything with the anyfile.XYZ, it's just the mechanism you use to start your program automatically.
