Yes, the path they took was incorrect, which was my first comment to which you initially objected.

The rest of my comment relates to how things might have gone had they driven for Moscow as advocated by Hitler's generals. According to you they had to secure their flanks, but the principle of Blitzkrieg specifically excludes this.

I'm not sure why you believe evacuation of government is significant. Once the seat of power is taken, Government in Exile is easy to marginalize. Examples in WWII included Poland, Free France, Czechoslovakia, Estonia, Greece, Luxembourg, Norway and the Philippines plus quite a few more. Of course the invader appoints a new administration that outlaws the previous "criminal" government and incentivizes the bureaucracy to behave, using the army to set a few examples.
