Yes, because 2 GB is the maximum of memory that is available for any Windows application for its entire activities. Of the 4 GB address space, 2 GB are reserved for the kernel and 2 GB for the application, unless you enable the 3GB switch at boot time. This switch limits the amount of memory available to drivers and therefore could make the system unstable.
