Launch VFP like this:

VFP9.EXE -a -c

and then try again to run your APP. The SPT settings in the development environment are controlled by the registry and the Tools options dialog. You might have changed something. The EXE, on the other hand, always uses the factory defaults. The line above runs VFP without loading any configuration.
