I spoke with the author of this book, here is his reply to me:

The book’s focus is largely prescriptive. Rather than explaining all of the possibilities, I try to make specific suggestions on things you should do to make your site faster (and often, much, much faster). I establish a handful of basic principles (things like minimizing round-trips), and build on them at all layers – client-side, caching, IIS, ASP.NET, SQL and SSAS. Many of the areas I talk about aren’t very well known for some reason.
The page at Amazon has some info about my background. If you have any more questions, or if you’d like to know if I discuss a particular area of interest to you, I would be happy to provide additional info.
