Actually, it is the basic premise of communism. Socialist credo sounds different: "from each according to his ability, to each according to his labor". True socialist states mandate labor, i.e. no welfare. As you see US liberals would not even accept socialist premise, as too harsh to poor people, while embracing communist premise (utopia) readily.
