I would probably use some sort of work space. Put one list on the left side, one list on the right side and in the middle a two column panel. Users can drag one item from the left side in the left column of the panel, and multiple from the right list into the right column. The panel could be something like a grid, a scrollable container, etc. Depends on the number of possible combinations.
