Well, if you think about it, the economy was doing fine until GWB's last year. That is when the housing boom burst, and Freddie Mac and Fannie Mae went south taking the economy with them. In 2008 things nose dived and now the bailout money isn't being doled out so, it's not helping - even if it could.

I think the economy will rebound - on it's own - given time. I'm dubious about all this bailout debt that we are assuming though.
