That's very simple.

VFP is a true Microsoft product. FoxPro has been developed and owned for most of the time by Microsoft. Most versions have been released by Microsoft. There was no reason do leave when VFP came out. In other words, not everybody was looking for alternatives.

In the 90ties and early in this decade VFP was the superior problem. It took ages to get the report writer running stable after it changed completely in one version. VFP on the other hand, had a very flexible one. The product's future was far more unstable than VFP. It got sold to Borland which at one point almost went bancrupt, changed the name several time, the product got sold to a group of individuals, and so on. You never knew whether dBase will still be around next year.

Finally, the language is vastly different. The common roots are dBase III and FoxBase. Since then both languages moved into different directions. It's already hard to move a FoxPro 2.x application to dBase with all the screen, menu and report definitions. It's virtually impossible with VFP because you would need to change every line.
