Then tax the overweight people (70% versus 20% is a big difference): OK, fair enough. Since plenty of smokers are disgusting fat slobs anyway, we can kill two birds with one stone.
From this moment on...all fast food at McDonalds, Wendy's, Burger King, and Taco bell will have their prices raised 10,000%. That oughta raise more government revenue. (Just don't touch the roast beef sandwich at Arby's, I get those every now and then)
