You can not expect that everyone is using 1024x768 or any other resolution. Different computers/OS/displays/eyesight/$$ mean different resolutions.
On the other hand, if you are developing software for internal use by a company they may have minimum standards that you can count on.
I've developed VFP apps specifically for 1280x1024 for a client that had that as their minimum resolution companywide. There was no sense wasting time and money writing for a smaller resolution - it would be a disservice to the client.
If you are writing applications for use by general public, you need to pick a minimum resolution and color depth and build screens for that as a *minimum* (and make sure you let customers know beforehand!).
