You seems to be absolutely right. I was sure we were using _GenMenuX, but I just checked, and my VFP version points to _GenMenu. Let me verify this with another developer here, but looks like you really nailed the problem.

I think I was able to do it (at least partially). My app produced an error, I was able to switch to command window and run the form for setting the menu permissions.
If it's not broken, fix it until it is.
