You've mischaracterized the argument. The socialized scheme was forced upon the people via the legislature and was "free". People do not flee from "free" things they move towards them and only later suffer the consequences.

FWIW : I do not subscribe to your suggestion :
Why would you do that to allow a program to run for only 7 months? Why would you create an example that opponents will use to try to prove that socialized schemes don't work? Occam's Razor says that this was a dumb screwup not a nefarious scheme.

The simple assumption is that the intention all along was to fully socialize childrens' care. Yet, reality, in the form of a recession, hit them too fast and they were forced to cut their losses before the program began to seriously cripple the State's treasury.
