Sorry, but no. RAPI always requires that the device is connected with ActiveSync (or WMDC) and cradled (whether physically, via Bluetooth, or WLAN doesn't matter).

Another option just crossed my mind... If the mobile device is logged into a VPN or only used inside the office WiFi range, you could run a mobile web server on the device (eg. http://opennetcf.com/padarn.ocf). Then an application could connect to the server and upload the XML file. You would need some sort of service on the publishing computer, though.
