The capabilities are built into IE 8: Tools > Developer Tools or just hit F12. Both allow you to clear the cache selectively (and perform a myriad of other tasks).

I hadn't heard of that and have been having a few debugging issues in .NET so I've downloaded and installed it and now my IE won't load anything :-) the joys of software.
