I still think the best course of action is a proclamation to the world. "You kill an American, you have 24 hours to vacate whatever area it was where the American was killed and then we send in our b-2's and flatten it. We do it every time they kill an American, eventually it would stop or there'd be nothing left of the country in question except rubble.
Reagan understood this concept, unfortunately, outside of GWB not other president since the 80's has had the cojones to do anything about it.
