Well the taxes will mainly be paid by the better off (I know thats no comfort to you) I think a do nothing or spending cuts policy would be the wrong thing to do. A country expects things from its citizens and that responsibility goes both ways . Looking after the less well escpecailly in a recession makes your country a more civilized place to live. In most rankings of quality of life the more economically even countries come out ahead. After all , all the money in the world is no comfort if you are living in fear of crime all the time.
