Include files don't get compiled when they are part of a class or program they are "sucked" into the program and compiled inside the program which goes and replaces all the #defines with what was in the include file. Nothing states that you can't manually compile an include file to create an FXP but it will just be like if you created a PRG that all was in it was #defines.
