Exactly what I did. I skinned the screen. Then I created a form exactly fitting around a ctToolBar menu. Then I ran the form and placed it right below my new skinned "title bar." (Neither ctToolBar nor command bars library will let you attach a menu directly to the screen.)

of course, now I have different problems (see thread in activeX section) but I have achieved the skinned form plus menu look on the screen.
