I guess under universal healthcare we just toss out or sacrifice the 03%? Would screening fall under the 'overutilization' section or under the 'not medically necessary section?'

In converting this to a slap against universal care it looks like you've got it the wrong way around: US study shows no benefit, European study shows modest benefit.

Shame on you.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
