Well, I disagree with you there, as per the Tiger Woods analogy. Why should any organization force everyone to leave, even the best among them, according to a fixed definition? I know there are mandatory retirement ages but that is typically going to be after a much longer time than we are talking about here.

While in favor of some form of term limits, I don't have a recipe for how to grant exceptions. Maybe allow some % to stay on past their term limit and let the parties themselves decide who?
