There is a state named Washington, on the west coast, and also Washington, DC, the capital city on the east coast. DC has some of the perks of a state, for instance electoral votes in Presidential elections, but is not in fact a state.

We only have 50 states. If you want to come up with that number you need to change your data model to handle places like DC and Puerto Rico which are affiliated with the U.S. but are not states. I am sure the same situation exists elsewhere in the world. (Guam? What is Guam?)
