Remove the video adapter. ;-)

The highest memory adress range is always used by the video adapter. How much memory you have available depends basically on what kind of video card you have. The better the card, the less memory you have. On notebooks you usally find a 256 MB card, so you have 3.7 GB available for Windows. On gamer PCs you can find cards with up to one GB, which reduces the amount available to Windows to 3 GB only.
