Mail destined to Puerto Rico can use PR as the "state" value.

>In my main tables, I always have a province and a country table. This is maintained on a regular basis based on some changes that might occur such as a new country being recognized. Recently, one of my client says that Puerto Rico is now a US states. I had that one as a country. Is it still a country or that should be adjusted to be a US states?
