I don't know if VFP7 has the same issue, but I ran into a problem with VFP6 when dealing with a COM+ DLL on Windows Server 2008. It appears that .TLB file generated by VFP6 is either missing fields or some fields are not initialized properly. This leads to the component not installing because the installation process would crash when handling the .TLB file. Recompiling with VFP9 fixed the problem (i.e. the TLB generated by VFP9 did not have the problem).
