I think the question is "What does it do for you?" Does it set up your runtime environment in a good way, provide useful functions, etc.?
I use a version of the Codebook 6 framework and the application class does some useful things and provides some useful functionality during runtime, although probably everything could be provided in procedure calls as well. It's just handy to have some work done in the class instantiation and destroy.
