Luis,
Unfortunately I am not interested in VB and can't help you much. However glancing at that part I see that it is showing an old technique that I wouldn't use. The designer is there anyway when you follow the steps. If it is not open it.

I suggest you to read VS2008 instead and techniques using service or objects as data source. You can watch tutorial videos (you can find them if you visit developer center of your choice of language). For example I use:
