Because it isn't one. Regardless, everyone has access. There are a few cases that need to be covered though - low income and those with pre-existing conditions. If you do not have a job then you are covered under medicaid. If you are over 65 you are covered under medicare. Those with pre-existing conditions need coverage though as well because they perhaps do not have access.

Are we going to issue food stamps to everyone now and tax the public for it?

Even those rights guaranteed in the constitution and bill of rights are not provided. We have the right to bear arms but the government doesn't provide every person with a gun. We have the right to the pursuit of happiness but the government doesn't give us happiness.

I do agree that healthcare should be available to everyone and I agree with universal healthcare if done right. However, it is not a right and should be voted on by the people before we start enforcing it. I also agree with higher education for all but that should be voted on as well.

Then we still hit the 10th Amendment - should this be done at the state level?
