On the one hand, I think attempting national health insurance in one fell through is a huge gamble. So much can and will go wrong. You may have an overall vision, but it would be wiser to approach in stages and all the while "monitor and adjust".

On the other hand, I think a good way to finance health reform would be with a transportation petroleum tax. Kill two birds with one stone. Citizens would get something for their money and everyboy would carry part of the cost.
