No, the power to create one is reserved to the individuals states. The federal government creating a universal healthcare system could be interpreted as 'federal intervention' in healthcare. However, historically, the Supreme Court has pretty much done what it wants (re-interprets it) or else Medicaid and Medicare would not exist at the federal level as well . Just look at the Bill of Rights and the war on drugs :o)

I'm just pointing out the constitutional argument. If the states wanted to push it, they could. Then it would be up to each state to create their own state-wide and state-run system.

I'm still for bringing in the Swedes to organize and run it :o)
