I still do not understand the question. Individual liberty must be maintained above all. Without it there is no free society. Individual liberty does not give one carte blanche to act however they wish as that would impose tyranny upon another individual. There is a balance and our framers did an outstanding job of putting it into words.

Tyranny is oppressive power and it comes in many forms. Be careful with words like "needs." All humans really "need" to live is food, water, clothing and shelter. If anything short of suppressing those is not considered tyrannical...
