User group or user group meetings? The user group would be one of the European ones, maybe the German dFPUG or French's Atoutfox, because these are organized by country not by city. if you include non-location based user groups, VFUG would probably the biggest one. As far as meetings are concerned: The Swiss meeting is well attended with between 20-30 people. But then there's only one meeting for the entire country and they only take place a few times a year.
