I am trying to release a VFP9 app and get an error. The error is:

Visual FoxPro cannot start. Could not load resources. (See Attachment)

If VFP9 is installed the app runs fine, so something in my installation prg is over-righting something VFP9 installs. Any ideas what dll is missing or out of date?
