Check that the mouse driver/software package is exactly correct for the mouse hardware. I've seen instances of cheap, non-MS or Logitech mice being used, but still using Microsoft or Logitech drivers and/or control panel applets. Sometimes these cheap mice do properly emulate MS or Logitech, but often they don't. Or, the cheap mouse comes with its own software, which is buggy.

If a cheap/generic mouse is being used, probably the quickest thing to try is to borrow or buy a genuine MS or Logitech unit, uninstall any 3rd party drivers/software package for the old mouse, install the correct MS or Logitech drivers as required, and retest.
