I see what's happened. You misunderstood the starting premise: the point was about conversion process itself. At this point, convert should be in full compliance with commandements and rules, by orthodox interpretation; while reform movement treats it differently. Also, if convert fails to follow rules later then, according to Halacha he/she goes back to non-Jew status, while reform movement may still consider him/her a Jew.
