I'm doing some work right now with a company which does work for the US and local Govt's

Check out Federal Acquistion Regulations (FAR.)
It's several day's reading but it might be worth your while.





--Two entities and myself are putting together a proposal to get awarded a government contract to develop and maintain a web site that gathers and reports information. Since I am in charge of the IT component of the project (there are several facets to this project), I need to estimate cost.

The question I have is how much do I charge for my time? I know what is common for development work commercially ($150/hour and up), but the public sector is of course looking for the best deal. Since it is flat fee, I have to be careful not to underbid.

Anybody with any suggestions or experience with this?
Anyone who does not go overboard- deserves to.
