No, not necessarily. For string comparisons it's faster when you use a COLLATE sequence other than machine. The two operators do something completely different, though, and aren't necessarily interchangeable. For primary characters keys, == would be the correct operator. For numeric values, it doesn't matter, I prefer to use == for consistency, though.
