Have you tried an empty password, that's the default. The last time I needed to reset the password I hacked the accounts file. I think I got the steps from Ted Roche's Visual SourceSafe book. Anyway, here's a good summary of the options you have (http://www.c6software.com/Articles/sourcesafepassword.aspx):

1. create a new database and use the new account file
2. Login as a Windows user named Admin and run VSS Explorer as this user
3. Use any of the tools that crack the password with dictionary or brute force attacks
4. hack the accounts file (that's what I ended up doing ad I didn't knew about 2.)
